Well I am almost finished with the development of the Maritime Expeditionary Combatives program, and I hope to submit it to the Department of the Navy in the next couple of weeks. Wish me luck everyone.

Nope can't commission a Petty Officer to do the work, it is a program where a need is not being met. We currently are sending more and more sailors out to do Expeditionary Warfare with Marines and Army personnel and they don't have the skills for when the excrement hits the fan and are at close range with no weaponry.
This program utilizes the Non-lethal options available as well as the lethal options available by the utilization of weapons and body to accomplish the mission.
THere are strikes utilizing the M16, M4, M14, and M9. Strong and effective straight forward options for comatives that should work very well on land on on cramped quarters on ships (Our sailors are doing Visual Boarding Search and Siezures and ships are not always wide open places.)
